Look at what renovating a house in London entails. Underneath all that scaffolding and cover is a Victorian house exactly like the one on the left. I've seen other houses draped similarly elsewhere in London. I'm not sure if it's a regulatory requirement or a way to allow workers to work through all kinds of adverse weather conditions.
